Stadium shortfall won’t cost ratepayers – Dalziel By Bridget Rutherford CHRISTCHURCH ratepayers will not be asked to fund any shortfall for a multi-purpose arena. A pre-feasibility study released yesterday recommended a 25,000 permanent and 5000 temporary seat, multi-purpose arena with a full roof and retractable playing field be built at a cost of $496 million. Under the cost share agreement with Government, the city council’s contribution is capped at $253 million, which is set aside in its budget from 20232026. The Crown has spent about $60 million acquiring the land for the facility, between Hereford, Tuam, Madras and Barbadoes Sts. That leaves a $243 million shortfall. Mayor Lianne Dalziel said yesterday Christchurch ratepayers would not fork out the extra. “I won’t be going back to the people of Christchurch and asking them to meet that shortfall. We have to look to central Government, we have to look to external partners, we have to look to the wider region in order to find that support.” She said it would not sell functional assets to pay for it either. A Crown-funded business case will now be prepared. Minister supporting Greater Christchurch Regeneration Nicky Wagner would not say whether the Government would put more money in. •Turn to page 5 •Editor’s view, page 2

FROM THE EDITOR’S DESK LIANNE DALZIEL appears to have put a stake in the ground over the city’s stadium: Ratepayers won’t have to front up with any funding shortfall. Yesterday’s recommendation that a 30,000 seat, multi-purpose arena with a full roof and retractable playing field be built at a cost of $496 million would be fantastic. But the city council is only putting in $253 million – the rest has to be found somewhere. Dalziel’s stand will be a relief for many ratepayers who already struggle to pay their quarterly bills. But it will be a disappointment to sports fans – and concert-goers – who want a covered stand in the city, a no-brainer really given our winters. It would draw not only rugby tests, but NRL matches and the potential down the track for a franchise based here in Christchurch. But it all has to be paid for and in a city of 400-odd thousand what we want just might be a bridge too far. – Barry Clarke

News Planning for the big day By Bridget Rutherford MONIQUE BATES is trying to cram as much wedding planning in to two weeks as possible while she is home in Christchurch before returning to England. So the 26-year-old has decided to go to the With This Ring Bridal Show on Sunday with her mother Jacqui and bridesmaid Lauren Sandri to get in as much planning as she can. Ms Bates and her fiance Paul Grant, 29, live in Bath. Mr Grant, who used to captain Otago, plays rugby for Bath. The pair moved there in January, but had previously lived in Nottingham and Montpellier, France. Ms Bates, who is a physical education teacher, said she was looking forward to seeing what the show had to offer. “For our situation, having so many businesses in one place you can tick off things you have done

In Brief ANOTHER BABY DEATH Two baby deaths three days apart are not suspicious, police said. Emergency services were called to a property on Bournemouth Cres, Aranui, at 7.51am yesterday after reports that a five-and-a-halfmonth-old baby had died. On Monday, emergency services were called to a Fitzgerald Ave address in the central city after the death of a six-month-old. Both have now been referred to the coroner, Detective Senior Sergeant Mark Worner said. He said it was tragic to have two similar cases just days apart. SANTA PARADE SPONSOR After months of uncertainty over its future, there is more good news for the Christchurch Santa Parade. Telecommunications company MultiMedia Communications has stepped in as a major sponsor. Managing director Mike Gardiner said the community in Christchurch had been through a lot and the parade was something positive. Parade organiser Pam Morris said the sponsorship would make a huge difference. CROWNE PLAZA FUTURE A report on how to decide the future of the former Crowne Plaza site will be put to city councillors next month. The Kilmore St site, now known as The Commons, is used as a community space. City council head of facilities, property and planning Bruce Rendall said no decisions had been made about the site’s future. He said councillors would consider a report on a “community engagement” process next month. HOLOCAUST SURVIVOR Holocaust survivor Peter Gaspar will tell his story at the Villa Maria College Auditorium next Wednesday. The 80-year-old, who lives in Melbourne, is visiting as a guest of the Jewish Federation of NZ. Born in Bratislava, Czechoslovakia, in 1937, Mr Gaspar and his mother were kept in the Terezin concentration camp. The free talk will take place at 7.30pm.

Triplets brighten lives through the web By Gabrielle Stuart AT SIX weeks old, Sarah and Fionn O’Leary’s triplets are already world-famous. A video of Toby, Sadie and Macy has gone viral, viewed by more than five million people since it was posted online a week ago. Mrs O’Leary said she had been shocked by how fast the video and photos had spread. “When I first saw the shares grow I said to Fionn our babies are on all these people’s Facebook pages, it was a bit weird. “But then I saw all the positive feedback, and people saying it had brightened up their day. I was stoked about that, to think they were making so many people happy,” she said. The fraternal triplets were born three weeks early last month, each less than a minute apart. The photoshoot was done when they were 21-days-old by Hazel&Cass baby photographer Cassandra English, and recorded by videographer Emma Smart. Mrs O’Leary said there was no history of multiple births in her family or her husband’s, so the

triplets took the whole family by surprise. The Hoon Hay couple already had two sons, Olly, 5, and Archy, 1. “We went in for our 12-week scan, and we were just thinking it would be our third and final child,” she said. ‘There’s always a third that I don’t have a third hand for.’ – Sarah O’Leary When the nurse told them there were three babies, they thought it was a joke, she said. “Being already pregnant and emotional, I was overwhelmed. I burst out crying and I was laughing one minute and crying the next. I don’t think the lady doing the ultrasound had ever seen anything like it,” she said. She said the triplets had brought extra challenges. “There’s always a third that I don’t have a third hand for,” she said. She had to leave her job as a hairdresser three months early because she struggled to spend a lot of time on her feet while pregnant, Mr O’Leary had to

But she said the triplets made it all worth it. “They’re so amazing, I can sit there and stare at them for so long. They’re developing their own personalities, it’s the best part.” Although the triplets were not identical, she said a birthmark was the only obvious difference between the girls. “Sadie’s always in the middle when we put them in a row, so we know who’s who,” she said.

New trails for park THE Christchurch Adventure Park is set to reopen before the end of the year – but it will look very different. About two thirds of the trees in the park have had to be removed because of fire damage, and the 18 mountain bike tracks are being redesigned. The $25 million park has been closed since the tracks, chairlift and zip lines were badly damaged in February’s Port Hills fire, which hit three months after it opened. Christchurch Adventure Park spokeswoman Maree Wilson said there was a huge amount of damage across the park. She said the whole shape of the hill had changed since the fire. “It’s the logging operation that has caused a lot of damage, with the removal of the trees. So because of that there’s a huge job ahead to get the trails up and running,” she said. A replacement haul rope for the chairlift recently arrived from Austria, and new zip lines also needed to be installed, she said. She said about 30 of the adventure park staff had stayed on, and those who were not busy with

the repairs had spent their time volunteering in the community. That included teaching cycle skills at schools, cooking for Ronald McDonald House, helping with classes at the Christchurch City Mission and taking children at Cholmondeley Children’s Centre for bike rides. The park is set to reopen before Christmas, but Ms Wilson said they could not set a date yet because there was still so much work to be done.

The recent rain had turned the park into “a big mud pie”, and that made the job harder, she said. “If the weather’s kind to us, things will move a lot faster. It hasn’t been that way in the last few weeks, so fingers crossed we’re getting through that and moving into sunshine,” she said. She said regular updates would be posted on the Christchurch Adventure Park Facebook page.

Selwyn District Council Deputy Mayor Malcolm Lyall told The Star they would be open to discussing how to help. “We are Canterbury, we’re certainly wishing to help in some form of solution, but we need to match that with how many people we’ve got.” Ashburton District Council Mayor Donna Favel said they were “always open for discussion.” “We were quite pleased we were able to keep the rates down this year through costeffectiveness. To go out and have to include more things, I don’t know how it’s going to go down.” Waimakariri District Council Deputy Mayor Kevin Felstead said: “I personally think as the wider district we should be contributing, but how much I don’t know.”

But that would need to be done before the long term plan is finalised in June, and the shortfall funding would need to be found before then. It would take about five to six years to build. Ms Dalziel said an uncovered stadium was not an option because it needed to be multipurpose. “I’m confident it’s what the people of Christchurch and Canterbury want.”

Look a little deeper at the action being taken to improve our precious water. This year, there are new requirements on farmers to limit the effects of farming on water quality. The majority of farmers are already doing the right thing, but more needs to be done to truly improve our precious water. We are working with farmers so that they know exactly what they need to do. It will take time for these improvements to have an effect on our water quality and quantity, but we’re off to a good start. Look a little deeper at

Hostage rescuer meets family of Star By Bridget Rutherford A FORMER Israeli soldier who helped plan the rescue of passengers during a 1970s plane hijacking has met with the family of the Christchurch couple held hostage during the ordeal. Rami Sherman met Colin and Nola Hardie’s family on Sunday, while he was in Christchurch to talk about his role in the rescue mission that became known as Operation Entebbe. Mr and Mrs Hardie were the only New Zealand passengers of the Air France plane that was hijacked by German and Palestinian terrorists after it left Athens on June 27, 1976. Mr Hardie was general manager of The Star at the time. He wrote notes on his arms and Air France stationery, as well as a floor plan of the airport terminal they were held in, so they could be used for an exclusive article in The Star. The Hardies were among a group of hostages who were released three days after the hijacking. Mr Hardie, who had an army background, was then interviewed by the Israeli Defence Forces, en route to London via

So New Zealand Friends of Israel Association president Tony Kan, who organised for Mr Sherman to visit Christchurch, then helped track down the Hardies’ children through the Ancestry website. The family, including two of the Hardie’s daughters Jan Hardie and Robyn Hamilton, her husband Ian, son Nick, his wife Megan and their three children Poppi, Maggie and James, went to the talk at the Air Force Museum of New Zealand. Their other daughter Lynne Hardie, couldn’t make it down from Motueka in time. Jan Hardie got up and spoke about their parents’ experience. “We hugged each other and I almost cried because I can go to them and show how much I appreciate their father,” Mr Sherman said.

Seven days after the plane was hijacked, Israeli forces secretly landed at the airport in Hercules aircarft and stormed the unused terminal where the hostages were being kept. Three hostages were killed during the operation. Twenty Ugandan soldiers and seven hijackers were also killed. The remaining 102 hostages were freed. Mr Sherman said he would go home and tell others about the Hardies’ role in Operation Entebbe. “It was amazing to look at their story.”

Who you gonna call? By Bridget Rutherford A BARE bottom hippo, a sewage plant photoshoot and a dog that wandered into the local pub. While the majority of calls to the city council’s 24/7 contact centre relate to rates, planning, wheelie bins and building consents, it can field some odd ones too. Some people want help – even if it is out of the city council’s jurisdiction – others have strange requests and some just want to express their opinion. One woman rang to complain about the red hippopotamus sculpture next to the children’s playground at the Botanic Gardens, asking what a hippo had to do with New Zealand. She also said it should be wearing clothes as “children shouldn’t see a bare bottom hippo”. Another woman rang requesting the animal management team come to her home immediately to assess a paw print she found in her garden. One caller asked if a city council employee could inspect their log burner door to see why it wouldn’t close properly.

In 2015, someone contacted saying: “I am calling as I had a two-hour wait at the doctor and what are you going to do about it?” Meanwhile, the contact centre was able to reunite a man with his lost dog after it wandered into a pub. One of the more unusual calls included a man calling to ask why his toilet water was brown – after he had done his business. Just in case, he told staff he had “taken a sample”. In 2015, a man asked how he could gain access to Bromley’s sewage treatment plant so he and a friend could dress in formal attire so one could “serenade” the other.

“We would then have our photos taken for entry into a worldwide scavenger hunt run by actor Misha Collins,” he said. Other people asked how much postage to Kuala Lumpur was, where the city council got its curtains and how many men there were in the stretch release class on Tuesday at 10.30am. The city council says in spite of the strange requests, the team tried to help callers where possible, and many people liked talking to them because they were friendly. Last year, the centre’s 100 staff received 521,380 calls and answered 33,590 emails, as well as social media queries.

Weekly meetings only communication By Bridget Rutherford MAYOR LIANNE Dalziel and Nicky Wagner have not exchanged one email, memo or text message to each other in the last four months. But they say there is no need, because they meet weekly. In June, The Star requested all correspondence between the pair since it was announced Ms Wagner would take over as Minister supporting Greater Christchurch Regeneration on April 24. But Ms Wagner responded saying no relevant correspondence had been identified. She told The Star they met weekly, and their staff corresponded for them. “That’s the way it works, we often meet for breakfast and our staff talk to one another,” she said. “We’ve got to be quite good friends really.” She said the catch-ups meant they were both on the same page. “Right now we’re moving back to local government so we’re working together to make it smooth.” Ms Dalziel said there were no minutes taken at the weekly meetings. News Smoke alarm location Council cleared over car park may have been factor in house fire death By Andrew King A SMOKE alarm in the wrong place could have contributed to the death of Christchurch photographer Leonard Robert Wesney after a fire broke out at his Cashel St home. Mr Wesney died in his Linwood property in the early hours of August 14. Specialist fire investigator Mark Thomas said there were some smoke alarms in the property but one was in the wrong position. “The last one, still sounding when firefighters entered, was in the bedroom where the occupant was found. But this one wasn’t on the ceiling where the backing plate remained,” he said. “It had been brought down too low to give adequate warning. Had the alarm just been left on the ceiling, at the highest point in the room, there’s a chance the victim would have had time to escape.” He said they could not determine if the other had been maintained or not.

Fire investigators ruled the blaze was not suspicious and probably accidental. “Part of what we do is to constantly strive to prevent such things happening by ensuring people have smoke alarms and escape plans,” Mr Thomas said. Mr Wesney was a painter and photographer, who had his work exhibited across the world, including a solo exhibition at the Qantas Gallery in London. He worked as a photographer for The Star until 1982.

By Bridget Rutherford AN INQUIRY has cleared the city council of any wrongdoing after it put millions of dollars into a private car parking development in the central city. The Office of the Auditor General made “preliminary inquiries” into the city council’s $28 million contribution to The Crossing car parking building on Lichfield St. But spokesman Mike Heine said after discussing it with the city council and considering the information, it decided not to undertake a formal review or inquiry. “Due to the size of Christchurch City Council’s contribution to The Crossing car park development, we made some preliminary inquiries to see whether this was a matter that our office should more formally inquire into.” Mr Heine said the office did not receive any external requests to look into it. “In this case, this issue came up in the normal course of the auditor’s work.” City council finance and commercial general manager Carol Bellette said the city council was “comfortable” with the decision.

She said the city council was not surprised the office had looked into it because Audit New Zealand had signalled it would likely follow the year-end audit last year. In June last year, The Star revealed the city council had set aside $28 million for The Crossing car park, as part of the $70 million it had allocated to central city parking. The decision was made by the city council in 2014 to “confirm its commitment to providing at least its pre-earthquake level of off-street car parking in Lichfield St and at The Crossing”. Ms Bellette said the city council had no involvement with The Crossing car parking building now and did not have a say on the parking charges. “However, we do monitor the

Investments Ltd. It was paid after CERA staff asked the company to change the plans for the development to make it work better with the Bus Interchange across the road. But Mr Heine said the inquiry had nothing to do with that, and the office had no plans to look into it. The Crossing car park opened at the end of last year. Retail stores in the $140 million development will open progressively from next month.

News Giant car hub planned for Johns Rd

By Bridget Rutherford A VEHICLE distribution company wants to build a new base that could hold up to 5000 cars on 11ha of former quarry land near Christchurch Airport. The Car Distribution Group has applied for resource consent to build a distribution and storage base, including an office, staff facilities and a cleaning bay, at 711 Johns Rd. Currently, the company has six sites across the city, providing storage for between 2500-5000 vehicles on behalf of Toyota, Ford, Holden, Hyundai, Nissan, Mitsubishi, Chrysler, Honda and SsangYong. If approved, the new facility would combine all of the storage areas in one. It would be the company’s main South Island depot, operated by 10 staff. Vehicles would be brought onto the site by the car transporter before being distributed around the South Island and Christchurch car rental and sales markets. The New Zealand Transport Agency has requested the entrance be on the Waimakariri Rd side of the site. Submissions on the plan can be made on the city council website.

Consultation: The buzz Almost everything the city council does these days is consulted on – but why? Bridget Rutherford reports THE COLOUR of hydroslides, no stopping restrictions, tree removals and cycleways. If the city council wants to do something these days, it’s likely it will publicly consult. But why? Under the Local Government Act, the city council must provide anyone who will, or may be, affected by a decision, or anyone with an interest, with the opportunity and information to express their views. City council engagement manager Katy McRae said the city council received those views with an open mind, and considered them when making decisions. Some say it’s overkill. Others say the city council doesn’t listen. Things the city council consults on can range.

Recently, there’s been consultation on whether to transfer parcels of land in New Brighton and Sydenham to Development Christchurch, the removal of 18 silver birch trees from Halswell’s Rempstone Drive, the location of the new South West Leisure Centre, restricting vehicle access on Summit Rd to curb the boy racer problem, and

the controversial cycleways, to name a few. People can have their say on city council finances and priorities through the long term and annual plans – although this year, only 1488 submitted, 65 per cent of whom were from New Brighton. Consultation happens through a range of mediums,

including online submissions, letterbox drops, social media and meetings. And sometimes, the city council consults even when it isn’t required to. In February, it asked for feedback on what colour people wanted to see the hydroslides painted at the new Eastern Recreation and Sport Centre. The options were blue, or red and black. It received 2000 responses, and blue came out trumps. Ms McRae said the only cost of that engagement was staff time, which was “very minimal”. “Voting on the colour of the hydroslide is not something we had to do under the Local Government Act, but it is a great way of engaging with people to help build interest and excitement in the new facility.” Ms McRae said the city council followed a three step approach to “inform decision making”. The first step was to determine the level of significance for each project. For example, anything to do with the annual and long term plans had high significance, she said.

rton Community Board recently recommended the new South West Leisure Centre be built on Denton Park, in spite of only 38 per cent saying they wanted it there through consultation. Both the Hornby cricket and rugby clubs want the facility built at Kyle Park. Hornby Cricket Club committee member Kevin Hornbrook said the decision did not reflect what the people wanted. He questioned why the city council even bothered consulting if it wasn’t going to listen. “I don’t want to see our green space disappear, but we do not have a say.” He said communication had also been poor. “The community wouldn’t have a bloody clue what’s going on because they haven’t been told anything. Clubs don’t know what’s going on, the community

board has never met with us.” City councillor David East said he would like to see the whole consultation process reviewed. “It really needs to be overhauled and we need to be getting effective consultation, not just doing it because we have to.” He said things needed to be ironed out, so the feedback was coming from the right people and the information was accurate. “One recently for the Christchurch School of Gymnastics David East on QE II, the information put out initially was not so flash. News Ewen Macdonald takes out Irish rugby award

By Andrew King A MAN acquitted of murdering his brother-in-law has been named forward of the year for the Belfast classic rugby side known as ‘The Munchers’. Ewen Macdonald (left) was “bloody handy”, his coach Richard Humm said yesterday. “[He] doesn’t take a backward step, gets stuck in,” he said. Scott Guy, Macdonald’s brother-in-law, was found dead after being shot on the driveway of his Feilding, Manawatu, farm in the early hours of July 8, 2010. Macdonald was found not guilty of the murder in 2012. He was released from Rolleston Prison in November 2015 after serving five years for arson, vandalising Mr Guy’s home, and stealing and killing stock in Feilding. He was denied parole four times, before being released six months short of serving his full sentence. Mr Humm did not want to comment further on Macdonald’s involvement in the side, saying there are “40 players in the team”.

Roads to Raeward Fresh are open Relief as road works finished By Bridget Rutherford AFTER MORE than two years of ongoing road works outside the store, things are starting to look up for Raeward Fresh Harewood. Owner Kerri Lee said since work began on upgrading Russley Rd in 2015, their average customer turnover had dropped by 30 per cent. About 2000 fewer customers were coming in each week, she said. “It’s been quite hard to keep staying positive about the future of the business.” But she said the road works are coming to an end on the road outside the store. She said it needed to be done and was progress for the city, but they had been “hanging in there”. “We just really want people to know we’re still around and we want the community to still

consider us their local store.” The New Zealand Transport Agency has been doing a $112 million upgrade of part of Russley Rd to make it a four-lane expressway. The intersection of Harewood and Russley Rds, which Raeward Fresh sits next to, had a larger roundabout installed and a pedestrian and cycle underpass was built. Another roundabout was built at the intersection of Orchard and Harewood Rds. During construction, it was

difficult for customers to find the store’s entrance. There had been other ongoing road works here and there, and a BP service station was currently being built on the corner of Harewood and Russley Rds. Ms Lee said their loyal customers and staff had helped keep the business running. “We’ve got 74 staff. Without them, it would have been even harder, they’re just a great team.” She was looking forward to the Russley Rd work being completed, which was due early

next year. “It’s great progress for Christchurch, I agree with what they’re doing.” The 32-year-old bought the store in 2014, a year before the road works began. Her family was in the grocery industry, and she used to work at Raeward Fresh Harewood as a 16-year-old. She decided to buy it because it had a good reputation and a long history. “If people come back and try again, we’re hoping they’ll see that it’s not too bad.”

Time to make a decision on stadium THE Stadium Trust’s pre-feasibility study has landed on a covered multi-use arena with a seating capacity of 30,000 as the best option for Christchurch and the wider region. I agree this would be best for Christchurch and best for Canterbury. The stadium – now referred to as the Canterbury Multi Use Arena (CMUA) – was announced by the Government in 2012 as part of the blueprint for the central city, but it was put on the back-burner in 2015. As a council, we just couldn’t commit to the spend when we faced such enormous financial challenges. Our insurance still wasn’t settled when we were signing off the 2015-25 Long Term Plan and it would have been irresponsible to commit to the business case proceeding without knowing how we could fund it. The temporary AMI Stadium

Lianne Dalziel has stood the test of time and has been stretched beyond its intended life. This doesn’t come without a cost and, with the fiveyear guarantee of test matches expiring, it is time to make a decision about our future. The cost-sharing agreement between the Government and council had the council’s contribution towards the CMUA (of up to half the cost) capped at $253 million. The pre-feasibility report confirms that is half the cost, but it doesn’t provide an obvious solution to what is an enormous funding gap. Having landed on a preferred option, it seems logical to me that a business case is now prepared.

This would also be the vehicle for a consideration of bringing forward the budget for the CMUA in the 2018-28 Long Term Plan, allowing Christchurch residents and businesses to have a real say about what is still a large financial contribution. It’s important to remind everyone that the cost sharing agreement has a default provision for the council to build a 35,000 seat open air stadium on the site allocated in the blueprint. But even that would cost millions

more than we have on budget. The report says the $253 million we have on budget would only pay for an open air 17,500 seating capacity stadium with 60 per cent of seats under roof. That is certainly not what the council signed up for when it signed the cost sharing agreement with central Government and it’s not what the city or the region is expecting. It is also worth noting the sentiment and support for a roof was so strong that many commentators and consultees believed that, if the CMUA is not covered, the city should not commit to the facility. Concert promoters and sports interests reflected the same views. Without the roof, the CMUA simply couldn’t be a competitive, attractive or successful venue. From the report, it is clear that the CMUA must be ‘multi-use’, i.e flexible and adaptable for a wide range of uses to ensure

Eventually someone saw what was happening to me and got the security guard (who had been watching the whole 90min I was there) to get me a wheelchair so I could sit in line and eventually get onto the shuttle. When I got back to my car I had to sit for about 20min with the car heater on full blast before I was safe enough to drive home. I nearly had to phone my son to ask him to come and rescue me. City thriving as a shopping destination AS A Christchurch resident, local MP and the Minister supporting Greater Christchurch Regeneration, I’m lucky enough to see and experience so many aspects of life in our city. I hear it all – the questions, the comments and the concerns. It’s been six-and-a-half years since the 2011 quake, and very nearly seven years since the first big one in September 2010. New Zealand had never experienced anything like it and, looking back, it’s fair to say we didn’t really understand how much work needed to be done or how long it would take. We now know it can take 10 or even 20 years to rebuild a city of our size. Yes, that’s a long time. Yes, we can move faster. But I firmly believe we’re making good progress and there’s a lot to be excited about. Earlier this week, Mayor Lianne Dalziel and I visited the new FreshChoice City Market in The Cross-

ing – an extensive project offering retail, hospitality, commercial space and car parking. Before too much longer, it will also host a number of retailers new to Christchurch, including Swedish clothing company H&M and British fashion brand Topshop. These new offerings are completely changing the retail landscape and establishing central Christchurch as a modern and exciting shopping destination. They also show private and commercial investors have confidence in the direction our city is taking and the opportunities it presents. The Retail Precinct is an increasingly vibrant and lively place, attracting more and more people. The hustle and bustle is infectious, so I have no doubt the central city will continue to grow and thrive, especially with developments such as the convention centre on the horizon.

Promise to address mental health services READERS OF my columns over the last couple of years will know full well that the need for more mental health services here in Canterbury is something I am passionate about. In particular, I have been horrified at the lack of support for our children’s mental health. Parents and teachers have been telling us horrific stories of seven and eightyear-olds with a clear need for help having to wait up to 12 weeks to get the help they desperately need. Bed-wetting, behavioural issues and developmental delays are too common. This is not right and cannot continue. For parents, teachers and mental health and well-being professionals, this has been a nightmare. These are dedicated and caring people who have desperately wanted to help these children and the resources have not been there. This is not surprising, as currently our cash-strapped DHB only have funding for seven full-time staff to cover the needs of 136 schools. It has been heartbreaking to watch this unfold. So it was immensely satisfying last week to accompany Jacinda

Ardern to Christchurch to announce Labour’s plans to address this major problem. We’ve made the commitment to fund an extra 80 mental health professionals for the next three years who will work in all Christchurch public primary and intermediate schools. This will mean that there will be a full-time mental health professional for every 500 school children. This is an investment of an extra $10 million in a range of mental health professionals, including psychologists and psychotherapists, as well as social workers, registered nurses and community health workers. We know that our kids in Canterbury still bear the mental scars of the earthquakes and the aftermath, and that the Government sadly hasn’t done what’s needed. Since 2011, there’s been a 73 per cent increase in children and young people going to mental health clinics. A Labour government led by Jacinda Ardern will not let our Christchurch kids go on without the help and support they desperately need. •Megan Woods is Labour’s Canterbury spokeswoman

Tara Francis – I have a disability permit for my son but can never get a park out the front as no matter what time of the day it is they are always full. We end up walking for up to 25min just to get there on time. I hate going to the hospital but have to do it once a week. The first thing the council should’ve done was fix the car park. Totally agree Hagley Park by the nurses hostel could be used for a car park. The underground car park was a great solution until we had earthquakes. Getting out of the car once you have found one is bad enough, you step straight into a puddle of water. The potholes all through the car park need fixing up as well. At $5 per car, the owner is sure making a lot of money each day! Janee Sawyer – Terrible situation – lovely drivers and volunteers – but a shocking experience for people either ill or stressed. I know, I did it twice a day for a week with a deepening feeling of dread and horror. Christchurch has had enough – someone do something about this. Please. Jo Downer – My eightyear-old son couldn’t walk so I took him to the hospital by myself, I drove around looking for a car park, couldn’t find one, then found the shuttle one, which was miles away, then had to pay money when your child’s sick it’s the last thing you think about, paid for it, grabbed the shuttle to the hospital, then he was admitted to hospital for influenza b, totally ridiculous when there is a field across the road that could be used. Gary Knight – While the contentious issue of the Deans Ave Park and Ride shuttle facility evolves as an issue of much media coverage, rationale must prevail. In the interim CDHB must receive accolades for implementing this shuttle service for transport to Christchurch hospital as a stop-gap measure pending completion of a permanent car park building to alleviate the chronic parking shortage. As the CDHB operates this service devoid of funding, or car parking revenue, the problem of lack of sheltered facilities at the Deans Ave facility is surely the problem of Global Edge Developments, being the prime lease and operative entity making revenue from the concept.

Chrissi Tukaki – My 93-year-old dad fell over there on the rocks and smashed his head open. It is a business taking cash from the public. The land owners who are sitting on their insurance payouts and creaming the lease money should be forced to seal the parks. Shame on the council and OSH for not enforcing consents and compliance to workplace standards like every other business owner is enforced to do.

Paula Willetts – I go against everyone’s opinions. It’s actually a really good service, you park your car and there’s security there, they have amazing helpful volunteers and very friendly shuttle drivers. We use it frequently for my daughter’s appointments and admissions and only had positive experiences. I guess you can either stand in the rain or park along way away from the hospital and walk in it.

Audrey Leslie – This is inhumane. A good subject for the coming elections. Will Hunter – The problem isn’t the car park obviously, it’s the number of shuttles. Candice Johnson – It’s an absolute nightmare, this should not be happening to hospital out patients, hospital visitors. No bloody parking anywhere, it’s a disgrace.

Gardening An apple a day Rachel Vogan says apples are easy to grow and wonderful to eat, so why not grow your own? REFERRED TO as the world’s most popular fruit, apples are one of the easiest crops to grow. They are often classified as eating or dessert/cooking apples. If room isn’t an issue try to plant a range of apples that mature at different times, so you can have a long harvest period. POLLINATION Apples are pollinated by bees, which move around apple and crab apple trees (which are useful pollinators for apple trees due to their abundance of pollen and long flowering period). If you only have room for one, make sure it’s self-fertile, or if your neighbour has a tree or two, the bees will move from garden to garden to aid in fertilisation. GROWING MAINTENANCE Young apple trees need little pruning other than to train to shape until the plants have multiple branches or when they are starting to take up too much space. Prune to aid air and light movement once established after harvesting in winter. Fertilise in spring with a general-purpose fruit fertiliser; avoid anything that is exceptionally high in nitrogen. MULTI-GRAFTED VARIETIES The expert horticulturalists, who grow the trees, graft the apple variety onto a vigorous rootstock. These rootstocks cope with a variety of soil types and govern the eventual height of the tree. Grafting is nothing new, it has been done

for centuries, and it allows for more than one variety to be grafted onto each rootstock. Multi-grafted apple trees are popular and readily available; some even come in triple grafts, i.e. three varieties of apple on one tree. ONES TO TRY The list of apple trees available is fairly long, with well over 100 different varieties from new hybrids through to those which came out with the first settlers. Here are a few favourites: • Golden Delicious, Red Delicious both produce large, smooth-skinned fruit.

BROUGHT TO YOU BY... LAMB LEG IN A POT Ingredients 1 Leg of lamb 1 head Garlic 3 cups Red wine, (soft ie merlot) 2 Bay leaves 10 Black peppercorns 1 sprig Fresh rosemary 3 Oranges, zest and juice 1 Beef stock, or water 1 to taste Salt 2 Tbsp Raw sugar Directions

CHICKEN BREAST, JALAPENO CRUMBS AND HONEY YAMS ( SERVES 4 )

Sit the joint in your pot and set your oven to medium. Pour at least 3 cups of a “soft” red wine over the meat (merlot for example). Add a whole head of garlic, 2 bay leaves, 10 peppercorns, a small sprig of rosemary and the zest and juice of three oranges. The lamb doesn’t need to be covered but it needs to be well bathed. Top up with water or beef stock to mid level, season with salt and 2 tablespoons of raw sugar. Put the lid on and cook for at least one and a half hours, the meat should be fall-apart tender.

Ingredients 2 tsp Salt, plus extra for seasoning 1 cup Breadcrumbs, fresh 1 Spring onion, finely diced 2 Jalapeno chilli, finely diced 1 Tbsp Coriander 1 Lemon, zest 2 Tbsp Vegetable oil, plus 1 Tbsp extra 1 Tbsp Honey 16 Yams 1 tsp Cumin seeds 1 Tbsp Avocado chilli oil 3 Carrots, peeled and sliced

Tip: Check the seasoning and serve with lots of juices, wilted winter greens and maybe some fresh mint sauce.

Directions Preheat the oven to 200 deg C. Line two baking trays. Combine the breadcrumbs with the salt, chillies, spring onion, coriander, lemon zest and oil. Slice the yams and toss with the honey, salt, cumin seeds and chilli avocado oil. Peel and slice the carrots - add to the yams and bake for 30 minutes. Place the chicken breasts on the tray, then season and cover with the crumbs, tightly packed. Bake for 20 minutes, then remove and let rest while covered with foil for 10 minutes.

The audience was treated to a wide variety of instrumental solos and duets and was impressed by both the variety of music and the very high standard of performances. Exchange excites Azriel Hi there. My name is Azriel Taylor, and I am here to tell you about an amazing experience I am able to have this year. I have been officially accepted into a Sister City Exchange programme between Christchurch and Kurashiki, in Japan. The Sister City programme, was created to create international bonds between people, and ideally bring the people of the world closer together. I was presented with this opportunity by Ms Hunt, who recommended me for this opportunity. I sent in my application, and after about four weeks, I got the call that I was accepted. For this exchange, my family will host a Japanese student aged 14, for 19 days, and he will be taken around Christchurch to see all the sights by the Christchurch City

Council, but still having days that he stays with us. Now, this is the important part: the Japanese student will come to Hillmorton High, attend classes, and experience what New Zealand schools are like. We want him to have the best experience of New Zealand schools possible. Dancer home for Shakespeare ballet By Georgia O’Connor-Harding LONG HOURS of dancing on hard pointe shoes has often left ballet dancer Katie HurstSaxton’s feet aching. But for the 31-year-old, the discomfort that has come with mastering the art of elevating her entire body up on to the tip of her toes is just part of the job. “You love it so much, you just do it. Dancers have a certain type of disciKatie pline; if you want Hurst-Saxton to go somewhere you just get on with it,” she said. At the age of 16, she was the youngest dancer to join the Royal New Zealand Ballet fulltime after being scouted by the director at the time Gary Harris. She has since been associated with the company for 16 years. Her career has now led to her performing three significant roles in the Royal New Zealand Ballet’s production of Romeo and Juliet. As the show’s season has 22 performances throughout the country, the company has three revolving casts to prevent the

dancers from becoming bored with their performance. Throughout the season, she will play three significant roles – the ‘lead harlot’, one of Juliet’s friends, and Lady Capulet. A big Shakespeare fan, HurstSaxton was most excited about getting into the role of different characters. “When you are training as a student you work on the more

technical side of things . . . it wasn’t until I could trust my technique I could put artistry and performance on top of that,” she said. In her time, she has had a fair share of injuries. But even breaking her toe and dealing with a stress fracture on her shin has not stopped her from pursuing her biggest passion.

She received the stress fracture performing in one of her most challenging roles as Odette/ Odile in Swan Lake, where she was required to do the iconic 32 fouettes. From a young age, the dancer, who grew up in Spreydon, knew ballet was what she wanted to do as a career. Now based in Wellington, she gave up the experience of going to high school to start training at the International Ballet Academy as a 12-year-old. “I did miss out on all that normal life . . . but it got me where I wanted to be so there are no regrets,” Hurst-Saxton said. She started pointe work when she was nine, far younger than the traditional age of 12 or 13. As a student, she used to sleep in her pointe shoes to make dancing easier. “I would put my pointe shoes on and then big thick socks over my shoe so it would mould into my foot . . . it was not comfortable but it made my shoe fit my foot better,” she said. •Romeo and Juliet will be on at the Isaac Theatre Royal tomorrow and Saturday. Musician who lost father in quake receives award A YOUNG pianist who lost his father during the February 22, 2011, earthquake is among three in the city recognised for outstanding musicianship. Bradley Wood, along with city conductor Vincent Hardaker, received Dame Malvina Major Foundation Christchurch Arts Excellence Awards worth $5000 each. Flautist Matthew Lee was also the recipient of a $1000 Cecily Maccoll High Achiever Award. Wood’s father, Murray, was one of 115 people killed in the CTV Building collapse. Murray was CTV’s managing director, chairman of the Music Centre and heavily involved in the city’s music scene. Wood’s said he felt honoured to receive the award from the Dame Malvina Major Foundation. He will use the funds to study a Masters in Piano Performance at the Royal College of Music in London. He has won numerous piano competitions, including the Christchurch National Concerto Competition.

Treat yourself to a night at the Crowne Plaza By Mike Yardley IT WAS a beacon of prestige in the Garden City’s hotel scene. A striking city landmark that inter-connected with the Christchurch Town Hall and served as a glittering backdrop to Victoria Square’s amphitheatre. When it first opened its brass doors in the flashy 80s, the ground-breaking property endowed Christchurch with an irresistible sense of international hotel glamour. I fondly recall savouring my first Wizard’s Potion cocktail at the hotel, as a teenager, while admiring the tube-like glass elevators that soared above the atrium. I half expected to see JR Ewing swagger out of those elevators. And like all Christchurch residents, scores of family birthdays and special occasions were eagerly celebrated within the variety of distinctive venues that studded the hotel. It was a cachet destination. Beginning life under the Park Royal brand before being rebranded the Crowne Plaza, the loss of this emblematic hospitality beacon to the devastating earthquakes, left a gaping hole in the city’s hotel scene. Six years on, it’s such a thrill to see the Crowne Plaza signage gracing the skyline again. Fittingly, the brand-spanking hotel hasn’t strayed far from its former site, taking up residence at the southern end of Victoria Square, on the Colombo/Armagh St corner. Formerly known as the Forsyth Barr building, post-quake, the new property owners have undertaken a multi-million dollar topto-toe makeover, including the installation of five new lifts and a scissor staircase, in the 17-storey building. Hot on the heels of the triumphant July opening, I was treated to a staycation at the new Crowne Plaza Christchurch. Suitably, the sparkling new

hotel hasn’t sought to replicate its previous incarnation, opting instead to chart a fresh course of striking distinction. And as you enter the main entrance, what really stands out is the all-embracing sense that you’ve entered a brand new building. A proud sense of heritage and place radiates throughout the property, which occupies the same site that played host to the city’s first hotel, The Golden Fleece, circa 1851. Cafe 1851, a buzzy deli-style café pays homage to that history, which is open from 7am serving fresh Mojo coffee, pastries and light meals. The headline dining space, Market Place Restaurant, lustily draws its inspiration from Victoria Square’s rich mercantile legacy. Previously called Market Square, this was traditionally Christchurch’s produce mecca and the restaurant staff attire playfully echoes that past, with their blue checked shirts, bow ties, braces and cloth caps. Dinner menus are presented on rustic brown paper, compartmentalised into produce sections.

You’ll be demanding the recipe. Another sublime space, wrapped around a welcoming fireplace, is the Social. This convivial lounge setting, adjacent to the lobby, is an ultra-comfy sophisticated wine bar, with scrumptious platters, striking the perfect blend of swish surrounds and a relaxed ambience. Boasting 204 guestrooms, the new Crowne Plaza is the city centre’s largest upscale hotel. In spite of its size, the personable and

By Ross Kiddie IT WAS a brave move by Honda New Zealand. At the media launch for its new Civic hatchback we, as journalists, were invited to drive the newcomer on the motorsport track at Hampton Downs. That’s not overly significant in itself, it served to prove how capable and competent the new model is. However, at that event but Honda also introduced the new Type R Civic, a 2-litre hot-hatch which was also made available for laps around the track. The comparison between the mainstream Civic and Type R is vast, but the exercise served to prove how all variants of the Civic have developed to the point where they could almost be deemed performance models. And that shows in the line-up, there’s a heavy emphasis on sporty style that should lure younger drivers, as well as the traditional Civic buyer although it is a shape which will polarise the generations. The Civic for 2018 lands here in four hatchback variants which sit beside four existing sedan models. The hatch range starts at $32,900 for the 1.8-litre SX, but the car this evaluation focuses on is a new 1.5-litre turbocharged model – the RS Sport. It sits in the range at $40,900. Just like its sedan stablemates, the Civic hatch has evolved to be the quality, mid-size model you would expect from Honda, it carries the Honda tradition of build quality and high level of fitment that includes a massive amount of safety kit which easily passes the five-star Australasian New Car Assessment Program criteria. Inside, the new Civic fits like an old pair of gloves, it is smart, tidy and amazingly functional. It is also the practical hatchback with uncompromised levels of comfort and occupant space. That’s something Honda does well, the Civic is a genuine family car and will reward buyers with its extensive attention to detail. The controls, the layout of the cockpit and level of kit is worthy of its

Take into account, too, that maximum torque is available from 1700rpm all of the way to the point of peak power and you have a seamless flow of power, almost uninterrupted. That’s simply due to the way the boost is provided, modern turbochargers give you the punch you like to feel as a driver but they are also calibrated so that fuel use is not wasted. Honda also claims a 6.1litre per 100km (46mpg) combined cycle average for the RS Sport. I drove the evaluation car quite keenly, so I didn’t get close to that, but at 8l/100km (35mpg) after six days I thought that was quite respectable. For interest’s sake it will return a 5l/100km (56mpg) figure cruising the 100km/h legal limit, with the engine turning over quite lazy at just 1750rpm. The latter figure is significant as well, for it is

at the point of maximum torque, throttle request is instant at that point which is ideal for a quick highway overtake. It delivers with just the right amount of sound out of the twin tailpipes, it isn’t loud but the exhaust throb is audible. I felt I didn’t need to push the RS too quickly into corners during my testing time, the Hampton Downs experience certainly served to prove how agile and nimble the new series is. However, I did tackle my usual straight road loop taking in a couple of quick corners. The spring and damper rates are biased a little towards firm, as a consequence the body stays balanced and controlled over the suspension. The latter is a fully independent type and once again high on quality, the front-strut/rear multiple link system allows for wheel freedom and high on-board comfort levels, the bumps and ruts of Christchurch’s earthquakeshattered roads are well absorbed. Drive is transmitted to the front wheels through a continuously variable automatic transmission, there’s a paddle shift system to lock the gearing into seven pre-set steps if the driver so desires. Personally, I didn’t use it a lot simply because the drive system management protocols adapt sensibly for all types of driving styles. I’m due for a drive on my local patch in the Type R soon. I’m certainly looking forward to that, but I’m also hoping I’ll get a drive in the entrylevel car, as a step into the series it is a worthy purchase.

There is no doubting the strength of CBHS all around the park. Meanwhile, TBHS will look to harness their strength up front, which includes forwards Thomas Edwards, Melvin Pauni, Cullen Grace, Finlay Joyce, Maka Mafelio, who were part of the Crusaders under-18 side earlier this year. CBHS, the defending champions, will host TBHS at their home ground at Straven Rd after Rugby Park was made unavailable. “It’s a pretty unique opportunity. Everyone, from the boys who will be playing to the boys

who are at school here, are really excited,” said CBHS backs coach Rob Smith. For TBHS, it will be their first ever UC Championship final appearance. A strong contingent is expected to make the two-hour

trip north. “We had old boys right back from the 1950s at the semi-final and there will probably be even more this week,” said TBHS coach Gavin Miller. “There’s only 27,000 people in

Timaru so there’s been a lot of interest and positive comments.” This year’s CBHS team has created a reputation for making great escapes. At the weekend’s semi-final, they trailed Nelson College 12-29 but in the second half CBHS turned on the afterburners to romp home 40-36. Earlier in the year, a try on the final whistle from Rico Syme and conversion from Alex Harford secured a remarkable 25-23 win over St Andrew’s College. Harford also came to the rescue against Nelson in their round-robin match in June, nailing a penalty in the final minutes to see CBHS home

Johnson returns for Warriors ahead of schedule By Michael Burgess SHAUN JOHNSON is back – but is it a risk? The Warriors halfback has been named to return for Sunday’s match against Manly slightly ahead of schedule after being sidelined with a knee injury. It’s been 40 days since he tore his posterior cruciate ligament during the round 19 loss to Penrith at Mt Smart and, at

the time, it seemed unlikely he would feature again this season. But coach Stephen Kearney has continually maintained that Johnson was making solid steps in his recovery, and those beliefs have turned out to be correct. But it seems a risk to bring him back, especially with nothing to play for. The Warriors aren’t involved in a end of season relegation scrap – like you see in football – and their finals hopes evaporated

What is surely much more important is the upcoming World Cup and then the 2018 NRL season, but it’s a measure of the desperate plight the Warriors find themselves in that sees Johnson back in the No 7 jersey.
